SCOPE

Societies are increasingly digitalizing more and more aspects of daily life. The basic building block for digitalisation is data. High quality data is a necessary basis to ensure the quality of digital services and to drive innovation. The recognition and organization of data as authoritative data should be vital not only for ensuring the quality of data, but also to foster trust between organizations, between different sectors and across borders. Especially in the context of geospatial data, the exchange and integration of authoritative data has advanced significantly, but important governance challenges still need to be addressed. The goal of this initiative is to enhance the understanding of the governance of authoritative data, its rationale, added value, dimensions, and organisation.

Topics
- Governance rationale, concepts, frameworks, dimensions, added values
- Data Governance, Digital services governance
- Characteristics of authoritative data / base registers
- Governance of authoritative data / base registers
- Examples of governing geospatial authoritative data around the world
- Relevant governance instruments
- Added value of authoritative data
- Relationship between authoritative data and data quality
- Link between authoritative data and trust
- Uniqueness of geospatial authoritative data
- Identification of associated key challenges
